In their travels, they will take the path of least resistance, so you can often see them on things - houses, fences, sidewalks, etc.
They're also ubiquitous - and no matter how many fences you replace, you're still going to see them! Replce the fence when you feel you need to, but don't do it because you will expect it to reduce the number of ants you might see.
The fact that you haven't observed any on the inside also doesn't mean that they haven't come in. They probably have, you just haven't seen it. NBD. You could almost expect to see a few. I do, occasionally, in my own home.
So it sounds like you don't really have a problem you need to do anything about, in spite of the fact that you have seen them on the foundations. I wouldn't advise any chemical treatment, either. If you use the wrong products, you'll trap all those ants on the inside, and THEN you'll have a problem for sure.
