Your exterminator is correct. And, in my experience, the treatment lasts at least that long, often more than that. I have had a few that didn't, but very few. In those cases I usually do spot treatments, sometimes with Termidor (allowed) or sometimes with other procedures. It depends on circumstances.

If you are seeing them inside, he can (reasonably) use Phantom as much as needed.

Not sure why Termidor can't be used more often, but for chemical certifications are only tested for certain concentrations, frequencies and situations. If it isn't tested for a certain use, it can't be used that way.

In other words, Termidor was registered for outdoor use only, so it shouldn't be used inside for any purpose.

I think you should call your exterminator and talk to him and get his opinion.
