Carpenter Ants for 3 years

We didn't realize they were carpenter ants until a week ago. 1st summer, saw major ants close by house, some on house, a couple in the bathroom. 2nd summer, ants in bathroom (10-12 per day), tried ant traps/bait. Also replaced a clogged drainpipe, they went away. This year they are back, more than ever. They are coming into a 2nd floor bathroom under the window trim. We removed the trim and saw winged ants.

Questions:

1. Does the fact that they have been around for 3 years mean we have a huge problem that will take an exterminator? They want to do the perimeter thing (we're in the Northwest and other neighbors have had this problem)

2. We don't know of any other current moisture problems, other than having some gutters to clean out. How can we find the moisture issues without tearing up the house?
