Those aren't eggs - they're larva. The inside window sill or the outside? If it's the inside, I would start by taking off the trim around the window frame and see if you can see what is going on. Keep the shop-vac handy and be sure to save a few samples, in case you invite an exterminator in there. Ants will often make a home in places like that, and not always carpenter ants.
