Carpenter ants near a new building

We have demolished an old community centre as the foundations were rotted and there were many carpenter ants. We are now proceeding with the new building, however, carpenter ants have been seen near the new building. There is another old rotten building 50ft away and we have been advised we should do an preventative application of pesticides on the new building before the walls are closed and on the outside. From what I have read on the subject, the ants should not be infiltrating this brand new building. Would anyone have a definitive answer on this before we spend several thousand dollars?
