Tape is good. It can be removed - caulk can't, just in case you (or the exterminator) has to get in there. You could also pack some wet tissue in there, that packs tight and it is removable and it's something you don't have to go out and buy...
Since you haven't been in there that long, and the building is young, you really don't have any history about whether this is really a problem or not. And since your sightings are so low, I would tend to say "give it some time to get some history. Keep a log, so that over time you will know what's going on and you can show that to the landlord or the exterminator at a later date.
As far as baiting is concerned, it's up to you. If people ask about that, I almost always recommend the Gourmet ant bait stations. They're cheap (less than 20 bucks) and come in a package of 5. We have many of our customers request them again after we have used them.
