The cedar planking could have been painted for just this reason. Have you talked to any other exterminators?
The ants (any kind, not just CAs) love that kind of stuff. They get in behind it and if there's foam board behind it, they love that stuff even better!
Not sure what "roof facing" is, and the new gutters are YOUR option, they probably won't make a difference for the ant problem. Frequently we find ants (all kinds) in gutters, but a gutter cleaning generally takes care of that, unless the gutters need replcement. When you do, forget all the different ways to "fix" the leaf problem, they all will have to be taken off eventually. Jst leave them open, so you can clean them the normal way. Device to cover the gutters don't work that well and when you eventually have to clean them (you will!) it will just make it harder and more expensive.
