The question is not how much it's going to cost, but what are they proposing to do?
And to answer your question about "outside" nests? Of course. But it's a little more complicated than that. Sometimes, what you consider inside is outside. And vice-versa.
And I would actually wait a bit before you spend any money (you can also forget the ant traps) this is the kind of thing that happens with a thaw. I used to live in Michigan (Lansing) so I understand the problem. Spring sets these things loose sometimes!
Hold off for a week or so, wait for a weather change. If it is still a problem after that, speak with an exterminator about an inside/outside treatment with Termidor/Phantom. Sometimes you can skip the inside treatment with Phantom.
This is (generally) a one-time thing, it generally lasts the entire season - sometimes longer.
If they don't know what you're talking about (Termidor/Phantom) talk with someone else. Don't fall for the drill-out-every-wall scenario. Wait for this treatment until spring rains are through, if you can.
