Carpenter Ants in Foamboard that surrounds foundation

I had a big-name commercial pest control guy treat my house for carpenter ants last year. When we found out they were living in the foam board, he said he wouldn't be able to help. He said the only solution would be removal of the foam board.

The foam board encases my foundation which is under ground. So removing the foam board would be a huge excavation project.

I thought I might be able to dissolve the foam board with acetone, but initial sample testing showed it to be rather ineffective.

Is there no other way of getting rid of these buggers?
