I would assume, since you said it was winter, that they may be somewhere inside. And they COULD be in the window, caulked, foamed, or whatever. There's plenty of spots in there for ants, I see it every day, foamed, caulked, painted, glued, no matter what you do,they can get in there. And they just LOVE to make a home in foam....
So you need to do some detective work. Like I said, the easiest is to boil it down to where you THINK they are and start there. If they appear to be around a window, I'll bet you can find them there.
Find out where. You can spray, dust, bait, granulate, whatever you do, you STILL have to find out where they are and FIX the problem. Often, you don't even need the exterminator.
