I think you need to talk with a lawyer. Obviously, he KNEW there was an insect problem, otherwise he wouldn't have inserted that item in the lease about pest control. Which is NOT your responsibility in any normal circumstances. You might also talk to the local health dept to see if they can help you.
DO NOT attempt any repairs of alterations, otherwise he may CHARGE you to fix that and then blame everything on you.
You are NOT in a good position. Always have someone go thru a lease and see if you are protected. I would discontinue any kind of pest control and get away from that lease and that landlord. He could claim you used "poisons" in his place and sue you, and there is no insurance you can get that would protect you.
