Forget chemicals or an exterminator, FIX THAT ROOF! Once you fix the problem, it's quite likely you won't need chemicals or the exterminator.

The roof will be the most expensive thing to fix, make sure the roof has enough pitch to drain correctly, that's usually most of the problem, unless it's just shoddy workmanship.

You can save up for that, the ants won't really hurt anything, they'll just be a huge bother, but try and get it done before there's any more water damage.
