I suspect an ongoing leak/moisture problem resulting from (maybe) a flashing problem. Or maybe a window too, seeing it is so close to the chimney. The chimney should be flashed wherever it meets the house. I always recommend AT LEAST a 12 inch flashing, just to be sure. Often, builders will use only a couple of inches, I never understood why, it's cheap to put up when it's under construction.

The fact that you don't see them on the outside means they have probably set up camp on the inside and can get whatever moisture they need right there.
