Check the basement area you speak of with a STRONG flashlight and put your glasses on lol. You might see actual insects, so have the shop-vac at the ready, NOT insect killer. If you have insulation in that area, slowly dismantle the stuff and examine both the insulation and where it came from, for any signs of insects now or in the past. Vacuum up any dead or live insects you see and leave the insulation OFF - so you can check the results. Keep a log.
As far as chemicals are concerned, you might not even need it. Make sure it has ventilation and that you can easily see it. For a customer, I would leave a supply of glueboards, so both of us can monitor the situation.
An exterminator might be needed if things get out of control, make sure you have a good guy to call. Stay away from salesmen!
