"Best time" would be when you are having the problem. I never worry about a few foraging ants, but when they become a problem is when they continue or increase.

Doing the outside (with Termidor) probably won't solve a foraging problem, unless you affect the origin of the problem, which could be out of your range or sight.

As far as the "no response," is concerned, you could threaten to call your dept of environmental safety, and then if they don't respong at that time, do it. They require companied provide that information readily.

Hold their feet to the fire!
