Most of the time I do the outside only, with Termidor, and it cures the inside problem also. If it doesn't, I follow up with Phantom and a touch-up with Termidor.
Phantom is touchy. Exterminators experienced with the application techniques know that Phantom is best used at a lower dosage than Termidor, it sometimes kills too fast. We want the ants to spread it around. Over-anxious applicators (both professional and laymen) don't understand this, not unless they've used it (almost) HUNDREDS of times and observed the results themselves. In this job, EXPERIENCE is uppermost.
I can't surmise what happened at your application, I don't know all the details. Perhaps the titration was off. Or the mix was old - who knows. When I have a failure, it's usually "pilot error" - something that I did - or didn't do.
I would ask for a face-to-face consultation, at YOUR place, with the applicator. You, and he, should discuss what should be done to end the problem. He should be quite willing to do that. I am.
