It's always best to leave the neighbors out of everything. There are always "bad neighbors" out there... And they can make it difficult to live with if they're 'against' you. I've had 'bad neighbors' before! Just try and keep YOUR place free from 'attractive hazards.'
The granular insecticides kill the ants, they don't bring it back. It is pretty safe stuff. You'd have to EAT it - and a LOT of it, and it tastes terrible too! (No, I haven't tried it, but I know it does!) You're probably better off getting it from the garden store, they probably know more about it than the normal Home Depot guys. A 5 pound bag should last all summer, don't buy more than you'll need in one season, it does have a shelf life. Feel the package, it should feel like sand or sugar, not caked up or hard.
Forget the CAs you see in the spring, they're just foragers. There's always a population increase in the spring. It doesn't mean a whole lot. Worry about it when you see 15-20. Every day!
