The ants inside probably aren't the ones from the outside, those are probably a different set!

I would try and investigate those trailing outside. Can you follow where they go? Can you get under the deck without taking the steps apart? If so, do it. You definitely need to check the substructure of the deck, make sure all is well there. Deal with that if you have to, find out what is going on, report back.

And you can "clean" all day and they'll still find things they want...

And I have seen CBs bore into pressure treated wood, although not very often. I would definitely paint UNDER the steps - the CBs will look for hidden areas, make it harder for them, PAINT! Use 2 coats of outdoor primer (Kilz is good) and then at least one finish coat.
