Citronella ants can come and go, so I would wait. They are harmless, and if they don't increase, personally, I wouldn't treat, since they are harmless.
Secondly, treating them could be troublesome because really effective treatment might mean treating the French drain, which is tricky.
Depending on what he quoted you for treatment, you could actually do it yourself. It would mean using Termidor, mixing it at the minimum rate and funneling it into the cracks you observe the ants coming from. Termidor, the smallest amount you can buy, would be about $80 or so, and you wouldn't need any fancy equipment.
Raid or any aerosol, nor any pre-mixed insecticide, just won't do the trick.
What was his quotation and what insecticide did he propose to use?
