Did he say what chemical(s) he would be using? And is HE going to be doing the job, or is he just the salesman?
This kind of problem is typical in basements and especially in French drains that aren't wet that often. I lived in my last house for 38 years and saw them in my basement on two occasions. They went away on their own both times. My neighbor next door (this was a duplex) also had them. I did treat those with Termidor and a funnel. I showed him how I did it and used less than a quart of the mixed Termidor and never charged him. I gave him another quart so he could do it himself if they came back, but as far as I know, he never had to use it.
