Hi, Liz. Methinks your "friend" has some issues... First of all, RELAX! I have done a couple of hundred bedbug jobs over the years, and NONE of those were in your list. Getting BB from NEW items is rare. Unless they're stored/packed with clothes that already HAVE BB's.
The vast majority of residential BB cases were people that contracted them from going to other countries. Asia and Latin America stand out, and your lodgings don't even have to be "sub-standard," fancy hotels/motels get BB's too! You just cannot tell. Even a pro might have a problem finding a very recent infestation.
Best thing to do? Stay home. (I'm kidding.) But if you travel overseas, just BE AWARE. My web page on BBs gives you few ideas, if you even need to do it. Actually, for the most part, BB infestations are down and we (as exterminators) now have a good many effective chemicals for BB control.
Forget dogs, they are programmed to FIND BBs, so they may "find" them when they're not there, just to get their "treat." Heat can harm things you might have and exterminators will STILL have to use chemicals along with the heat treatments.
I guess the best advice I could give would be: Don't worry about it. Worry more about things that matter! REALLY!
