William, these are one of the "boom and bust" animals. One year you see lots, next year hardly any. Don't believe their burrows are any danger, they are so small and not very deep.

Not sure about your bucket-trap idea, you might try it. And most any grain-based bait should work, since seeds and berries are in their diets. They also eat the bark of young trees and shrubs, so they can cause damage by girdling the trunk, especially in boom years.

Outside cats are pretty good for controlling voles, although cat maintenance can be problematic.... Better to use your neighbor's cat!
