Rats are very wary of anything "new" in their territory. Whether it be a trap or just a harmless wadded up piece of paper. For rats, leave traps disabled until you know they're using it. That way, you can probably catch at least one.

The chippies are just shy, but hard to trap anyway. I use glueboards for those. On the outside, for either, bait their burrows.
