Hmmmmm. Rats, huh? And, yes, the bird feeders would be enough to feed them, and feed them well! And I have to tell you, Steve, I have RARELY seen squirrels burrow under lattice or decks. In fact, I can't really think of a time I have seen that, although I try never to say never....

Perhaps the rats are using the area UNDER the deck for their home and coming out at night to check the bird feeder? Hard to say because I can't physically inspect the area myself, although that's what I suspect.

I would keep trapping the squirrels, eventually you will get the ones that are going inside. The rats will soon wise up to the traps (the squirrels won't) and you may stop catching the rats.

ALSO, I would talk with your neighbor about the bird feeder, tell them that it has attracted rats and could he please refrain from feeding the birds, at least for a little while.

If he WON'T quit, you'll have to enlist the help of your local health dept, perhaps they can convince him. You run the risk of alienating your neighbor, but who wants rats infesting their house and yard. And I'll be he also has rats somewhere on his property too!
