Can't really tell from size.... You might have roof rats there, they're not as smart as Norway rats and you can trap them. Reason I asked about a creek is that rats will often follow natural and artificial boundries.

Seal it now, but do it with newspaper, so you can tell if they're still using it. If, after a few days, it remains intact, fix it with hardware cloth or concrete.
