A four-story tree? You'll need a tree spraying company to do that, with a hydraulic sprayer. I think you'd be better off using a soapy water mixture in a power sprayer. You WILL need to do it more than once, and in following years. Get a portable sprayer, on wheels, cost is around $200-$250 or so. It won't get very high, maybe about 20 feet or so, with the right spray head.
