Best thing you can do with the deck is use oil-based stain and apply it just before the CBs appear in the spring. Every year would be advisable.

The vinyl siding would help, make sure they do a good job. You want to make sure they are sealed out. Have an exterminator spray the house with Suspend in the spring and then in the fall, then put up the siding in the fall a couple of weeks after the fall spray.
