Best thing would be some Advion roach bait. Check it out at the below link, select "Advion roach bait" on the left pane. Be good for your MIL too. Although if she lives in an apt, it's really tough to kill them all, they just come back from other apts. But yes, in a SF home, there should be no problem getting them all, even for you! Just don't use any Raid, bombs or that crap they sell at Home Depot. You'll scatter them all over the place and just make it worse.
Get the GOOD stuff. Advion is what I use for roaches. There are other good ones too, the names change all the time, so if you have something in mind, float it by.
