In one contiguous building, you should have one company responsible for all the units in that building. You can always tell the good management companies from the bad ones by how much they value their service companies. If they skimp on paying for any of the services, they get the worst of the worst.

But it WOULD help HER - at least a little, not knowing how bad it actually is. She should make a complaint to the management and/or the local health dept. We chase down those things all the time.
