I always tell customers that baiting for rats can often cause this smell problem. It's a myth that they "go outside" to die or that the bait "dries" them up so you don't smell anything.

Unfortunately, baiting for rats is otherwise your best and most permanent solution, but your landlord should get a professional to do a proper rodent campaign, inside and outside, so it doesn't happen again.
