On Long Island, I have a tenant with MS. After 5 years, she has bedbug infestation from visitors(possible home health aides from other countries)in her apartment.

What are my options to preventing these bugs from spreading and also to eliminate them from her apartment.

Because of medical reasons she will not allow use of any pesticides. Two local exterminators chose not to deal with this problem and a third has proposed a price of approx $1,000.
