That leaves her only with heat or cold, neither of which is really effective, no matter what they say.

Your tenant is being unreasonable, the chemicals and procedures used for bed bug control will not hurt her, whether she has MS or not. I would refuse to do it also, under those conditions. Anybody that accepts it is just looking for money and the success of the treatment is doubtful. I also doubt that anyone would issue a guarantee under these conditions.
