Hmmmmm. Hard to say... Mice won't ordinarily live "in the dirt." They head for the food. Rats? Do you have a rat problem outside? If not, you probably don't have one inside. And they wouldn't ordinarily stay in the basement. Put something over the holes, a cinder block say. See what happens.

Might be a good idea to pour the rest of that floor, huh? And before you do, call an exterminator and have him pre-treat the floor (before pouring) for termites. Cheap and effective.
