Ok, got the pictures, can't really make an ID from that, but whenever I see something like that, I immediately think of mud dauber wasps. Naturally, they won't be around now, but maybe their nests will still be there. They harden up pretty good!

Take the mud you find, examine it closely, see if you see any exit holes, crush it up, see what you find on the inside, that may give you some idea.

Time for an exterminator? I would wait, myself, check the mud, caulk the outside of the window and await a return of spring and summer.
