Well, silverfish do have a very long life cycle... Not that I'm trying to defend the exterminator, but sometimes local conditions make a job infinitely more difficult, we've had our share too.
And successful silverfish treatments can be pretty broad and some exterminators shy away from treatments like that, especially if they perceive a customer that may be "chemical conscious" - if you understand what I mean. On my own first visit to a silverfish call, I see how bad the situations is, give them my recommendation. It's not always possible to determine right away how difficult your job would be, but we question the customer at each visit, and if we don't get some kind of positive result within a few months, we would be looking for a reason why. There's always a reason. And most of the time it's several reasons.
I would suggest a heart-to-heart talk with the tech, unless you aren't getting the same one all the time, talk to his boss.
