Thanks for the advice. I contacted the rental office at my apartment when I had this problem last year. They had an exterminator come and put a green light thing on the floor for a few days. It had maybe one or two little bugs in it, but they did nothing after that. When they did not handle it I figured if I want something done I had to do it myself. I will tell them about it again this year and hopefully they can take care of it. If not, I will contact the health department like you suggested. I did not think of that before. I'm just getting frustrated because the management does not seem to care and now I am itching like crazy! Thanks again for you help, John.
