And I fail to see what the woodchucks have to do with it. They probably wouldn't even bother with the water buckets. And if they fell in (doubtful) they could easily get out. Once that happened, I doubt if they would bother with it again.

The neighbors probably have their own population of chippies, with that much birdseed around.
