Your house must be pretty close to your neighbor, chipmunks usually don't travel that far.

With the bucket trick, no problem with throwing out the water with the sunflower seeds. After they're wet like that, they swell up and germinate - so soon you might have some sunflowers out there!

The dead chipmunks you can either bury or put out in the trash. And you don't get rabies from just handling an animal. Put your hand in a baggie and handle it that way.
