Around the sink? I think (probably) sewer flies. Fruit flys have red eyes and are attracted to anything that ferments. Put out a saucer of wine or vinegar, see it they are attracted to it.

Also put an overturned glass over your sink drain overnight, see if any flies accumulate in the glass. That would be sewer flies. They breed in the slime that accumulates in all draens, especially ones that aren't used that often, although it can be any drain.

If it's just that accumulation, it can be cured with a growth regulator. It can also mean a cracked sewer line somewhere, and that is a whole lot more serious, it means the line has to be dug up and replaced. No chemical can fix that.
