I can certainly understand your distaste for the bugs, but I would advise you not to make any rash decisions on what you do about it. Just think, if someone saw you doing ANYTHING to the tree, you could be in deep do-do....

Soapy water works pretty well, and it's (more or less) non-toxic to you and me. Get with the owner of the tree and see what you can negotiate.
