I doubt a rat would "fall out." These creatures are SMART. Smarter than most dogs. They won't fall out, if indeed that's what they are.

Not sure if the avenue you want to take, filling up the holes, will work. Especially if there's a subsidence problem. It may just keep happening. And there are many critter types that would take advantage of a spot like this.

There's a reason for the subsidence. Might be the fault of the builder, in which case you might have a legal recourse for fixing this. You should look into this because when you sell that property, that problem will come up. So you need to find out what it is and what you need to do about it.

The critters are secondary, in my opinion.
