The animal will keep digging down until he gets under - you have to make it in a backwards "L" shape, so when he gets down to the bottom he can't get under it.

It should go down 2 feet and then about 3 feet out, so he can't dig under.

Nothing that will repel him, you're talking SKUNK! Just install the backwards "L" - that should keep digging animals out.
