You shouldn't be able to see "fine powder" all over the place. I would call that a misapplication. You can definitely clean up the powder from where you see it in the open. Call him and ask him what you should use to clean it up with. Some powders (dusts) you shouldn't use water on.

As far as the "film" is concerned, that's not good either. If it hasn't dissipated by now, you can wipe it up with a damp cloth.

I think you need to get the MSDS and specimen labels of everything he used in your place.
