Try chasing them all off with a b.b. gun -- either a pistol, rifle, CO2, used on Craigslist, eBay, WalMart, etc. No license (discharging a real firearm in the city is illegal) and you can take care of all the critters and the neighbor's dog, too. Worst it will do is raise a welt, and you're not going to be able to injure anything larger than a mouse or small bird, but you'll certainly catch the animal's attention. As long as you're already on bad terms with the neighbor, let them see you doing a little target practice in the back yard. They'll figure it out.
