No to the foggers. They would just come back anyway. You need to reduce the humidity. Once you do that they will go away on their own.

The books are the problem. They need to be DRY. Storing them in a basement is asking for trouble.

Best way would be to construct a case for them that stays dry. Perhaps heated with a light bulb like they do in high-humidity climates.
