WOW! The guy certainly wasn't doing you any favors with a $150 price... For my regular customers I would do it for free. Next time, just do it yourself, as you said - easy. Just wear some rubber/latex gloves, put the nests in a garbage bag, seal it up and trash it. If you want to be anal about it, get a shower afterwards, but I don't do that unless I'm doing multiple nests and am at the job site more than just a few minutes.
And no, I doubt if the mites would affect you from under an outside deck. Regardless, you never want any kind of animal living on or in your house - with the (possible) exception of pets, of course lol.
Don't think you should spring for the $750, just patrol the areas yourself and stop them from building nests before they start laying eggs. Just remove and destroy them as soon as you notice them.
Remember, of course, that some individual birds will gravitate to the same spots each year. I have a robin that comes to the same evergreen every year, has for the last 3 years or so. I leave her alone, the tree is some 25 feet from our building, so NBD. It's only a big deal when they are closer than about 10 feet or so, because they will sometimes perch on the structure, in the same places, which can be a danger to you and yours.
