Spray? No bait? Of course it depends on many factors, but baiting for roaches would be my change, number one...
Ask your exterminator if he ever uses bait for roaches, and, that you would like him to try that. See if you can find out how long your exterminator has been doing this.
Certainly, a comprehensive program might include spraying, baiting and also using growth regulators in with the insecticides he uses.
Apartments frequently get inexperienced and/or bored techs, ones that are just "doing their job" and not caring or noticing the errors they're making. Sometimes a 5 dollar bill will help things along, although you really shouldn't have to do that...
Or, finally, if you get an insufficient response from the landlord threaten the health dept. You can always save a sample ((save a bunch in a jar!) and call the health dept and complain. If THEY are doing THEIR job, you'll get a health inspector and show them to him.
Or you can do what one lady I know did, she TOOK a jar of roaches down to the health dept and plopped the jar on his desk. That caused an uproar!
At any rate, you don't want to do it yourself, not in an apartment. To get the job done right, you'll really need the SAME exterminator doing ALL units, not just 1 or 2.
