Even a condo should have a way to deal with this. My suggestion would be to scope out the situation, take notice of any other balconies have the same problem. Also, use a log and note how many and where they are, not only the ones on the balcony, but where the birds will roost when they're not "home" - often electric wire arrays, parapets, structural anomalies, things of that nature. Have your ducks in a row, and good info on what's happening in your area.
Pigeon control can be a LOT of prep work that people can't see. Check to see how bad the problem actually is. Your IP says your in Maryland, west of Baltimore. (Not always accurate.) Maryland had a fairly strong health dept regimen, in most of MD. Enlist their help if you can, or need to.
P.S. On one of my pigeon tours, many years ago, I was reported as a "suspicious character," even though I had coveralls on with my company patches!
