How long did you leave out the chum? A week or so would be good. If no action by then, you may have something that isn't interested in that. Perhaps bats? Look above where you find the droppings. Anything above? Check the dropping closely. If they're hard, they're old. Droppings with shiny stuff in it are an indication of bats. The shiny stuff is insect wings.

The yellow jackets are almost always in attics - they find their way in using ventilation holes - no big deal unless you have a nest. You'd see activity outside and probably inside.
