I say the inside because it is then invisible. However, you can put it on the outside, no problem. Just paint it the same color as the vent or the house to reduce the visibility. You can also cut it so that it's larger than the vent and extending over the edges to protect what you need to protect. Make sure you get the heavy duty stuff, not the stuff from Home Depot. Go to your local hardware store for the good stuff. Very few HD places have the good stuff. The squirrels won't futz with the good stuff, it's too stiff.
